Sur le plan\u00a0international, des groupes de d\u00e9fense ainsi que le G8 revendiquent une action\u00a0plus soutenue pour lutter contre les multinationales coupables d\u2019\u00e9vasion ou\u00a0de fraude fiscales. Dans de nombreux pays d\u2019Afrique subsaharienne, une\u00a0campagne similaire \u2013 sinon plus urgente \u2013 est men\u00e9e dans le but d\u2019am\u00e9liorer la\u00a0capacit\u00e9 de l\u2019\u00c9tat de percevoir ses revenus fiscaux.<\/strong><\/em><\/p>\n<p style=\"text-align: justify;\">Au Burundi, les perspectives d\u2019une am\u00e9lioration dans l\u2019administration des\u00a0imp\u00f4ts n\u2019auraient pu \u00eatre de plus mauvais augure. En 2009, apr\u00e8s la fin d\u2019une\u00a0guerre civile qui avait co\u00fbt\u00e9 la vie \u00e0 plus de 200 000 personnes, le Burundi avait\u00a0le PIB par habitant le plus faible du monde: soit 150 $US. 80% de la population\u00a0vivait en dessous du seuil de pauvret\u00e9 avec moins de 1 dollar par jour. L\u2019Indice\u00a0de la Corruption de <em>Transparency International<\/em> pour l\u2019Afrique de l\u2019Est classait le\u00a0Burundi en t\u00eate des pays les plus corrompus de la r\u00e9gion. Et son administration\u00a0fiscale a \u00e9t\u00e9 d\u00e9sign\u00e9e comme \u00e9tant l\u2019institution la plus corrompue.<\/p>\n<p style=\"text-align: justify;\">Malgr\u00e9 ce contexte manifestement peu prometteur, le gouvernement a\u00a0mis en place des dispositifs visant \u00e0 am\u00e9liorer la gestion financi\u00e8re, dont,\u00a0notamment, la cr\u00e9ation d\u2019une nouvelle administration fiscale semi-autonome,\u00a0l\u2019Office Burundais des Recettes (OBR). En 2012, les recettes se r\u00e9v\u00e9laient 75%\u00a0sup\u00e9rieures \u00e0 celles de 2009, repr\u00e9sentant une hausse en valeur r\u00e9elle de 25%.\u00a0Ainsi, la contribution des imp\u00f4ts au PIB a augment\u00e9, passant de 13.8% en 2009 \u00e0\u00a016.7% en 2012.<\/p>\n<p style=\"text-align: justify;\">Dans ce Policy Voice, les hauts responsables de l\u2019OBR donnent une description\u00a0d\u00e9taill\u00e9e de la r\u00e9forme de la perception et l\u2019administration fiscales dans l\u2019une\u00a0des nations les plus pauvres d\u2019Afrique. Dans leur r\u00e9cit, ils soulignent les\u00a0mesures prises pour r\u00e9duire la corruption, am\u00e9liorer les services, mettre en\u00a0oeuvre des r\u00e9formes l\u00e9gislatives, et pour \u00e9largir l\u2019assiette fiscale. Les auteurs\u00a0s\u2019expriment avec franchise sur les difficult\u00e9s auxquelles l\u2019OBR doit faire face.\u00a0En guise d\u2019exemples, le taux d\u2019exon\u00e9ration fiscale reste trop \u00e9lev\u00e9, et les co\u00fbts\u00a0n\u00e9cessaires afin de taxer la majeure partie de l\u2019\u00e9conomie informelle d\u00e9passent\u00a0les revenus financiers que cela apporterait. La cr\u00e9ation d\u2019une autorit\u00e9 fiscale\u00a0efficace d\u00e9pend d\u2019un contexte l\u00e9gislatif, \u00e9conomique, et politique favorable.<\/p>\n<p style=\"text-align: justify;\">La r\u00e9forme fiscale ne se limite pas \u00e0 la perception de revenus pour le\u00a0gouvernement central. La sant\u00e9 du tr\u00e9sor public au Burundi d\u00e9pendra\u00a0assur\u00e9ment d\u2019une hausse des recettes.
